HM Treasury PFI Data from 2018 to 2021 - what has changed?

Background

On the 12th April 2023, HM Treasury (HMT) published an update to their UK Private Finance Initiative (PFI) Market dataset. As the previous update was almost four years prior in May 2019, this new data, alongside the most recent publication in July 2023, offers some new insights and questions surrounding the £290 billion industry.
